Project description

The team gathered all previous data (from online and offline sources) on intelligence and confidential funds since 1989 to highlight the meteoric increase in spending on these funds under the administration of President Rodrigo Duterte. We noted that President Rodrigo Duterte’s intelligence and confidential funds, which in 2018 amounted to a combined P2.5 billion, is more than 5 times bigger than that of the previous administration. This is on top of intelligence and confidential funds given to law enforcement, security, and other agencies.The series highlighted the need for thorough congressional of the use of the funds given the fact that they have been abused in the past and are difficult to audit.

What makes this project innovative?

This project delved deeper into the challenges in examining and verifying the use of these funds. It involved opening up data previously not available online – much of the data on intel and confidential funds had to be gathered from budget books and archives.

What was the impact of your project? How did you measure it?

After the story was published, a number of newsgroups did follow-up stories on confidential and intelligence expenses of the administration. The data provided by the story became reference material since this type of data was never consolidated online before. This is particularly important given that a number of the institutions which have been given these funds are involved in the controversial and bloody drug war.

Source and methodology

Data for current and historical budgets of the Office of the President and the different agencies were from the website of the Department of Budget and Management (DBM). The team also visited congressional archives for budget data not available online.

Technologies Used

We used DataWrapper for the quick bar graphs. For the bar graph with a dropdown menu to select an agency/office, we used Javascript to code it.
